Tier I subjects have abilities linked to the fabric of reality itself, or are otherwise powerful enough to warrant constant watch.
Tier II subjects have abilities that are deemed safer for society, and are therefore given their own perks and less supervision.
Tier III subjects have abilities that are near harmless in nature, giving them more freedoms.
Any tier subject may have specifications made due to the nature of their abilites, whether it be to dull their senses or to dull ours.
